Motivation
Right now, we are still in "small beta" which means, changes in moved paragraphs are only indicated on de-wiki, test wiki and mediawiki.org. It is time to now include this functionality to all wikis

Task
Prepare everything, so that we can do the config change to enable the showing of moved paragraphs on all wikis on April 4th
