Motivation
Wikidiff2 has a threshold in place, that decides if two paragraphs are considered the same (but maybe changed), or different. It is possible that this threshold could be tuned for specific languages. In order to allow wikis to do so for their language, the threshold is an ini setting in the local settings.

Prepare everything, so we can add the ini setting with its initial value on April 4th with the other parts of the deploy
