NOTE: Similar to T189015 but steps to reproduce are different so I'm creating another ticket.

Steps to reproduce

Open the app, log in and enable sync
Re-install the app
Open the app

Expected results

I'm not prompted to enable sync because I'm already logged in and sync is enabled

Actual results

I'm prompted to enable sync

@JMinor after eng sync, we agreed that we could solve this and T190308 if on fresh install we don't re-authenticate user credentials - would you be ok with not re-authenticating user credentials on fresh install, unless user attempts to log in via the UI?
