No label/description conflict detection for new entities

Description

When editing the labels or descriptions of an entity, Wikibase checks that you don’t end up with the same label (and description, if set) as another entity, because then it would be impossible to distinguish the entities in the entity selector. However, there is no such restriction when creating new entities (tested via Special:NewItem and wbeditentity&new=item): you can create any number of entities with identical labels and descriptions. See, for example, Q145914–Q145916 and Q145919/Q145920 on test.wikidata.org.
