They are dependent on surrounding text-size, does this makes sense?

In the screenshot they are too large, fixed the regression in https://gerrit.wikimedia.org/r/#/c/421281/

This is also the styling used by comments, I think it makes sense to use whatever the content size is, but it's not a big deal as they rarely appear anywhere but a generated paragraph.
