As part of the icon updates (M229), two icons that used to be both represented by a cog will have now different representations. As it is illustrated belos, with the icon changes in beta, the icon next to the publish button is not the usual cog (it uses "ooui-icon-advanced"):
It should use the "ooui-icon-settings" instead for the icon to be the usual cog:
