There at the bottom there isn't even a "back to the place at top where I can push to get the next page" link.

We really wanted to paginate the Recent Changes page—and Watchlist as well. But there is a lot more involved than just adding Next and Previous buttons.
We spent quite a lot of time thinking the entire process and requirements through and specifying them in this tickets and its subtasks T163429. But we basically ran out of time. I'm going to merge this into that. If you want this to happen, the best approach might be to try getting people to lobby/vote for it at the annual Community Wishlist.
