Description

Currently the timezone dropdown defaults to UTC. Let's make that default to the browser timezone.

This came up through our user interviews.

No. This ticket is for a ToolForge tool, Grant metrics.

I should mention this may not always work, either because the user's browser doesn't support Intl.DateTimeFormat.prototype.resolvedOptions(), or the timezone is somehow missing on the client (maybe unspecified in thier system preferences). In JavaScript, it seems there is no 100% sure-fire way to do this.
