Delete VPS project 'editor-engagement' on or after 2018-04-15

Description

The editor-engagement project seems to be abandoned. Certainly the editor-engagement team hasn't existed for many years.

It includes two VMs:

  • flow-tests, created by SPage. Puppet catalog currently failing
  • deferred-changes, created by mattflaschen

As neither of those creators are still working at the WMF, I'm unclear on who to warn about this.
