For static mapframe maps, show the pointer hand on hover, not the drag hand

Description

On Wikipedias like Catalan, mapframe maps are static. I.e., they you can't drag them around within the frame. Despite not being draggable, these maps show the drag-hand pointer on hover. E.g., see the map on this ca.wiki Barcelona article.

So, let's not show the drag-hand pointer on non-draggable maps. Please substitute the pointer-hand icon (because the map is clickable; clicking on it pops the map a bigger window).

Checked in cawiki betalabs - the pointing hand will be shown on maps.

Paste the same map into enwiki betalabs - the mouse pointer will be displayed as drag hand indicating that the map is interactive.
