Why are we doing this?

During user testing users generally ignored the pop up they saw after saving their first article, however once they were more familiar with the feature, they were unsure of how to turn on syncing, although they remembered that it was an option

Proposed solution

Show the 'new user' pop over (https://zpl.io/aXKYowl) after a user has saved one article AND has now navigated to the saved tab.
Formerly this popover was being shown after the first time that a user saves an article

Testing criteria:

1. Fresh install, no saved articles
2. Save one article
3. Confirm that the panel (https://zpl.io/aXKYowl) is not showing
4. Go to the Saved tab
5. Confirm that the panel (https://zpl.io/aXKYowl) was presented
