Expected results

Talk and category buttons are shown.

Actual results

The talk button is only shown on User pages and neither are shown elsewhere.

If the intent is to hide contribution links for anons, maybe we can hide the add discussion button like we do on User talk pages:

Talk button is only shown to logged in users on non-user pages. That's T54165 and in the product owner backlog waiting on input from Olga.
Categories is available to logged in and anon but only shown in (T24660 tracks the work relating to that)
