After page deletion form was migrated to OOUI, the tab index was broken.

My workflow as Wikipedia admin when deleting a page is usually like this:

1. Press Alt+Shift+D (or just choose delete for a page)
2. Choose Deletion reason
3. Press ⇥ to jump to summary and clear possible profanity
4. Press ⇥ twice and ⏎ to delete the page.

Now on step 3 it jumps to "mw-delete-editreasons" element. Also initially selected input element is deletion reason text box, not dropdown.
