Description

Open https://test2.wikipedia.org/wiki/VE-flaggedrevs as an anonymous user (in incognito). This displays the stable version, not the latest version.
Click Edit

Expected behavior: editor opens with the latest version.

Actual behavior: editor opens with the stable version; if the user makes a change and saves it, the other pending changes (the diff between the stable and latest versions) are overwritten.

test2wiki has SET enabled, but on wikis that don't (e.g. dewiki) you can also see that clicking "Edit source" does behave correctly.
