Disable User Talk Edit option on Special:Block is backwards

The option on Special:Block labeled:

Prevent this user from editing their own talk page while blocked

is backwards.

If the user is creating a sitewite block (which is what it does), then the site wide block (logically) prevents editing from anywhere on the site.

The option should be reversed to be:

Allow this user to edit their own talk page

and the option would be unchecked by default.

This will become more of an issue when T2674 is completed as it will be more confusing if a user blocks another user from the User talk namespace.

Right. However, you're already creating a site-wide block, so without doing anything, the user should already be blocked from editing their own talk page (because, they are blocked from the whole wiki).

This isn't terribly confusing right now, but it does requires existing knowledge that a Block does not block the user from editing their own talk page. That knowledge has to be taught to the admin making the block. In reality, the UI should be expressing what you're doing: I'm creating a block that will block the user from the entire wiki... and if I check this box the user will be allowed to edit their talk page.

The way this option is right now becomes way more confusing when T2674 is completed.
