Move Android app repository to GitHub

Suggest decline. GitHub is not the officially supported code review tool in use by Wikimedia

I recommend adding a little more context in the description so that it's clearer this is specific to the Android app. (It probably would also help to explain the rationale.)

@Nikerabbit I sent an invite to the translatewiki.net user to become a collaborator on the github repo. Does someone need to accept the invite?

I will take care of accepting the invite. https://github.com/wikimedia/apps-android-wikipedia also stills says it is a mirror. Is it safe to push there?

Yes, it should be safe. We will take care of updating the repo description and readme shortly.

@Nikerabbit We haven't seen any new TWN commits made to the github repo. Is there anything else that needs to be configured?

One should be coming tomorrow. IIRC I had a permission issue last week (local issue) and then I have skipped two exports due to large backlog of imports that need manual processing coming from OpenStreetMap and Phabricator among others.
