Description

The old Liberty config had

notification_driver = wmfkeystonehooks

That line is missing in the mitaka keystone.conf, probably a casualty of the big refactor. Adding it causes some exceptions to be thrown, so this needs a bit more cleanup.

Seems to be a likely root cause for T192302: Tooforge membership requests approved, but LDAP not updated.
