CX2: Warn the user when translating an article that is nominated for deletion

Description

Articles nominated for deletion may have serious problems, and it may not be a good idea to propagate them across different wikis.

In Content Translation we may want to inform that the source article has been nominated for deletion, and make it easy for users to access the reasons and the relevant discussion about it in order for the user to decide if it is worth it to translate such article.

This involves dealing with wiki-specific templates, which seems to increase the complexity level of the tool for an aspect that translators should be responsible for (checking the quality of the source and the translation). Unless we observe this becomes a common problem, I'm more inclined to focus on other areas of improvement instead.
