Description

Create a stage server
Have wikidata in it

Have the ability to spin a wikibase with a subsection of wikidata data in it for testing purposes

I believe things such as AWS pre packed images were discussed here? (Relates to the comment @ T192802#4150170)
Also a service where time could be reserved for testing and then the service could be reset (similar to telescope time)
