Maybe have a snapshot of full Wikidata (just a snapshot, no item history), along with a volume that you can spin up (on AWS, google cloud) that you can use to test, play with etc.

We reviewed kubernetes, juju, and docker machine. Both kubernetes and juju had preconfigured mediawiki "packages".
We are now looking into docker machines, since it aligns with the docker initiatives currently being explored.
