Description

Requested during the "Federated Wikibase Workshop" in Antwerp in April 2018.

Narrative: As a wikibase UI visitor I want to be able to configure the "uh-hide all references on the UI" so they are all visible and available by default and also have a button to toggle those in my wikibase installation on item to item base

Given I configured the wikibase instance to "Un-hide all references"
When I visit the UI
Then I all references are visible by default
And I can collapse (hide) them later.
