Support language variants in ReadingLists

Description

ReadingLists stores articles as project domain + full title, which does not allow for differentiating variants; it should probably use domain + title + variant instead (and provide full URL as an input option, to save clients from having to save titles).

Depends on T190689: FY17/18 Q4 Program 7 Services Goal: Language variants support. There is ongoing work on the variant languages and adapting some services. We can look at this later.

Technically it doesn't, this task is about storing the language variant in the database (and modifying the API so it can be set / read). Probably not that useful until at least the summary endpoint can support variants, though.
