I was creating a toolinfo for checker, which is public domain. We should have at least one public domain option, so either CC0 or Unlicense would be ideal.

CC0 and Unlicense are not OSI approved, which as you may remember from our discussion at https://wikitech.wikimedia.org/wiki/Help_talk:Toolforge/Right_to_fork_policy#OSI_approved is the current Toolforge policy. We need to get the policy change done first if this is going to happen.
I am going to un-stall this and remove the dependency now that Unlicense is OSI-approved: https://opensource.org/licenses/unlicense. Maybe in the Striker dropdown we can have it listed as Unlicense (public domain) to make it easier for people to discover as the PD equivalent option.
For anyone who was wondering (like me) when Unlicense was approved by the OSI, 2020-06-12 according to their License-review mailing list.
