@aaron I guess this request is somewhat about FlaggedRevs (which is actually enabled on this Wikipedia as per flaggedrevs.dblist), any ideas how to configure?

- Currently Special:Random always sends users to reviewed pages, but you want that it sometimes sends users to unreviewed pages.

Thanks for clarifying. I don’t think FlaggedRevs can do that right now, so I created a feature request for it: T304935. Unfortunately FlaggedRevs is in lack of a maintainer, so I don’t think it will be done any time soon, but at least it’s now tracked properly, so if a developer wants to implement a new feature, they can quickly understand what you want.
You can do this by putting all the Reviewed pages in a hidden category and then using [[Special:RandominCategory:]] in the sidebar.
NOTE: Please do NOT use this tag for tasks that about non-Mandarin Chinese languages/dialects (Cantonese yue , Mindong cdo , Minnan nan , Wu wuu , ...) and Literary Chinese lzh , unless if they are also affecting sites that mentioned below. Also, please do not add this tag for issues about /zh pages on multilingual sites (Meta-Wiki, Commons, Wikidata, etc.). Such issues are parts of MediaWiki-extensions-Translate interface issues, and should always be handled in that project.
This is just not realistic: whether a page is reviewed is a highly dynamic state, with ideally all pages being reviewed 99%+ of the time, so even if maintained by a bot, this would add a lot of clutter to page histories, and end up with a category containing almost all articles on the wiki.
