The flag should be assignable/removable by sysops to themselves.
Bureaucrats should be able to remove it (in case a sysop forgets or anything).
Should be somebody able to grant the flag to everyone, not just themselves? Flooders will be able to revoke their own flag (but not assign it), so there should be no problem with it.
No, why should we complicate things? We have very few sysops and crats, and they're active in other projects as well, so we surely don't want the extra paperwork of posting requests and granting them.
I don't think this is a complication, for example, when a non-sysop non-crat like me needs to do a lot of edits that deserve to be hidden via the flooder flag, I just need to find a 'crat (or a sysop or whoever), get a flag, do my edits and as soon as I'm done, I remove the flag from myself. With your config, I'll be enforced to either do my edits without a flag or ask a sysop to do the changes instead of me (which will require more time than simply assess the request and grant the flag). But I respect the community's decision, just thinking loudly. I'm going to prepare a patch and schedule it for deployment.

Oh, it was not clear to me that your suggestion involved non-sysops too, now it makes more sense. Anyway, our need is just for sysop actions, like mass deletions (which happen periodically, every time that some new Wikisource subdomain is approved and content is migrated there and needs to be deleted).
