Description

The issue is present on iPhone and Android devices (not in the browser mobile emulator). For the page: https://commons.m.wikimedia.org/wiki/User:Gareth/maps/test2

The zoom controls are present on the browser mobile emulator and in the landscape view:

This is intentional behavior.

If static maps is enabled (like on en.wiki) you will only ever get a fullscreen button. Clicking it or the map, will load the javascript (this is for performance)
If the map is interactive, then: When the viewport width is 480px or smaller) the zoom controls will get hidden (not sure why...) On phones you can often test this by moving them into landscape. if they show then, you have hit that case.
Or, if the thumbnail is smaller than 200px then the zoomcontrols will be hidden (otherwise you can't even see the map)
