The deepcategory only list the content of the root category at nowiki. For an example see this search from the root at w:no:Kategory:Verneområder i Norge. The majority of the members are two levels down, like in w:no:Kategori:Verneområder i Vestfold. Above it there are "Verneområder etter fylke" and then "Verneområder i Norge".

https://noc.wikimedia.org/conf/dblists/categories-rdf.dblist does not have nowiki, so we don't really have data for it in WDQS. We should probably expand the list.
The only place where we list the wikis now is https://noc.wikimedia.org/conf/dblists/categories-rdf.dblist and SPARQL doesn't know which wikis are enabled, neither does CirrusSearch - because it just sees that there's no such category, but it doesn't know why. We could probably load the dblist and check current wiki against it if we wanted...
