Decide future of *.security-tools vms in labs

Description

There's 7 vms, one with a static public ip

Should probably decide if we still want them, else clean them up ourselves, or let cloud-services-team do it

Most if not all are idle/not doing much, ala T161107

Since no one seems to know what most of these are for I removed one in https://phabricator.wikimedia.org/T194150#4499280 and am shutting down the others to flush anyone who cares out of the woodwork :)
