Make deepcategory work on all wikis

Description

Right now, the deepcategory keyword is enabled on all wikis, but it only executes deepcategory search, if the wiki's name is on this list. However, all wikis should be able to use the keyword.

  • Indexing the categories of all WMF wikis.
    • enabling it on all wikipedias with > 1000 categories per https://gerrit.wikimedia.org/r/432043
    • enabling it on all WMF non-wikipedia projects
    • enabling it on all wikipedias with <= 1000 categories

So we decided to enable it on all wikis except private wikis (dblist private) and closed wikis (dblist closed).
