Reset 2 Factor Authentication for Elph@arwiki

Description

@Elph has told me his phone broken, and he has no access to scratch codes.

As per the Reset password docs in Wikitech, I've talked with him many times by phone and I'm willing to vouch for him. He indicated he is willing to make a any method to confirm his identity.

Please note that user:Elph is bureaucrat, checkuser & sysop in ar.wiki, and he has more than 98K edits.

Yeah, don't mind, I only try to simulate what was put in old other request.
