I've merged the code with d4063ab so I can continue work on T194707. You can comment on that commit, and if more changes are needed I can do it with a follow-up PR. Hope this is okay!

I went over the code, it looks okay to me; is there anything to actively QA or Product-chceck in this one?
@MusikAnimal It seems like it's mostly a prep-work for the actual feature -- should we close the ticket, or move to Product review?
