When we insert a new reference, it gets a listKey attribute which might be automatically numbered (see also T194842), and a listIndex attribute which is the index of the internalItem in the internalList. If the internalItem insertion were rebased over another internalItem insertion, that could change the index and we'd need to update it. "Fortunately", the listIndex part of this problem can't currently happen due to T194843.
