Testing infrastructure for EventLogging ingress of banner impression and landing page data

Description

I think this involves:

a test Kafkatee instance,
a test database, and
a test DjangoBannerStats job and config to slurp up the files.
Not sure if minor changes may be needed in the DjangoBannerStats script... I don't think so, but maybe? Am I missing anything?
