Special:UserRights does not display temporary groups to users that can not change userrights

Description

Replicated on test2wiki, observed on normal wikis (e.g. abwiki)

Steps to replicate:

  1. Assign a temporary usergroup to a user
  2. Log out, (optionally log in as a non-admin) and navigate to Special:UserRights
  3. Query the user from step 1

Notice the group is not displayed. The group can be discovered in other ways, such as Special:ListUsers

I suspect this is the same as T197860: Special:Userrights does not display temporary groups if the user is in no non-temporary, non-automatic groups. If you can reproduce when the user is in non-temporary groups in addition to the temporary group, feel free to reopen.
