Implement ticket tags

Description

Every ticket will have to be in exactly one topic and in 0-infinite amount of tags. This will simplify how MediaGrant works. Each ticket can be in several MediaGrant topics (for example MediaGrant: Villages or MediaGrant: Events) at once, but this is not possible technically.

So, you have to select most important MediaGrant topic for your ticket and when creating metrics from Tracker data you get data that are nut fully correct (one ticket is in MediaGrant: Villages althrough event was in the village and it was documentated, so it fits into definition of multiple MediaGrant subprojects).

If there will be just one MediaGrant topic and MediaGrant: Villages etc. will be converted into tags, it will be possible.

Tags are to be optionaly bounded with given project: Displaying MediaGrant: Villages in Wikidata topic won't be useful.

To be decided in upcoming year (2019).
