I would like to move some aspects of fundraising cluster testing from local virtualbox to wmf openstack, but there are a lot of changes that aren't sufficiently testable without replicating the VLAN setup from live. @chasemp told me while this is not feasible now it may be after some planned updates. This feature is in our roadmap for a midterm future, but we dont have specific plans or timelines yet.

We've worked around this by using VMs on our laptops for puppet development, instead of using WMF's cloud environment. This is good enough.
