Disable RelatedSites extension on English Wikivoyage

Description

All existing uses of RelatedSites links have been migrated to Wikidata, with the exception of some User page drafts:
https://en.wikivoyage.org/wiki/Category:Pages_using_RelatedSites

Note that this is only for English Wikivoyage. Other Wikivoyage projects have not yet migrated.

Attn: @Jrbranaa — the Wikivoyage communities are working to migrate all RelatedSites links to WikiData. @Niharika or I will look into how much work is remaining on the other Voyage communities next week.
