As far as I can tell, marking a patch as WIP/ready-for-review and adding a description for a patchset are restricted to the owner of the change as a whole. Since Gerrit allows others to upload patchsets to a change, these functions should also be available to others.

Upstream have recently fixed the WIP problem by opening it to project admin in additions to admins. so we will need to update to gerrit 2.15.3 when it's released.

project admins are who ever are owners of for example mediawiki/*, mediawiki/extension/<extension_name> and so on :).
basically all repos have a project owner on gerrit :)
So it's less limiting now.
