We currently have a bit of a blind spot in terms of generalized alerting for outbound mail service health. We have up/down checks for the SMTP service on the mail exchangers, and deferred queue alerts, but are lacking a method to alert if an individual service becomes unable to send mail out.

Let's improve this in a generalized and central way (without requiring any special configuration for each service sending mail outbound)
