Work out why fr-tech donations queue data not being captured in Prometheus/Grafana

Description

Looks like we've not been capturing data since around mid April 2018 for some of the Prometheus reports.

https://grafana.wikimedia.org/dashboard/db/fundraising-overview?refresh=5s&orgId=1&from=now-90d&to=now&panelId=9&fullscreen shows the cut-off.

Other reports affected include jobs-queue and other-queue
