Figure out what to do with the Tools namespace on Wikitech

Description

Wikitech has a "Tools" namespace for describing tools. The Toolforge documentation encourages its use in some places, but in general it seems to be very under-utilized. With Toolhub on the horizon, I am not sure if we want to keep this namespace and actively do stuff with it, or if we just want to quietly retire it.

My main concern would be for maintainer documentation. I may be wrong, but as I understand it ToolHub is more of a user focused catalog than a maintainer focused documentation repository. ToolHub may make the infobox that is used on many Tool: namespace pages obsolete, but any page that exists only to expose that infoxbox is a stub at best.

We may revisit this in the future
