Specific spam blacklist entry on fawiki did not work

Description

On 2018-04-11 a domain name was added to fawiki's spam blacklist, but it did not stop an edit that happened on 2018-06-19. Note that the page's content included a link to the domain from before, but my understanding is that spam blacklist would still prevent the addition of new links as it is diff based. Am I wrong, or is there something else going on?

The domain was removed on June 22, 2018. However (and I'm not sure if it'll be a RTL issue on displaying diffs) the syntax seemed wrong to me. Should be \bpavehpress\.ir\b or pavehpress\.ir. If however the syntax was right further tests should be done. Thanks.

If the exact same link is already on the page, then the blacklist will allow new instances of that same link. But it shouldn't for different links on the same domain.
