On labcontrol1002.wikimedia.org and labtestnet2001.codfw.wmnet it seems that nova-spiceproxy is in an infinite respawning loop.

I noted it while checking unrelated stuff.
On silver there was nova-novncproxy in the same loop, but being a spare host I've just stopped the process there.
