Simple English is missing from the languages dropdown menu in Special:Preferences, the Incubator extension disallows the "simple" language code, and MessagesSimple.php and simple.json don't exist at all. In fact, the only sign that Simple English exists in MediaWiki (besides the existence of a Wikipedia and Wiktionary) is its listing in names.php. To me, this is a bug that needs to be fixed. The simple interface messages can easily be imported from simple.wikipedia's MediaWiki namespace.

You need to discuss with "friends" of twn en Portal before such "requests", any languages that twn disagree to (re)start translation supports, are languages that we the people that obey MediaWiki Code of Conduct excepted to not shown everywhere (generally, maybe except Wikidata).
Frankly, I don't see any benefit to "restore" simple localization support
