Please create newprojects-l for announcing the creation of new wikis

We need a centralized way to notify people about the creation of new wikis. For example, toolserver admins need to know to create view for the database, and CVN people need to know so the wiki can be added to monitoring systems. Currently the only way to track such things is to watch the individual bugs, which is of course imperfect. Probably this mailing list should be for announcements only - no discussion.

Thanks, Cary. Now we just have to convince them to send emails to it; see bug 24398 :D
