From #wikimedia-operations a few minutes ago:

<chiborg> Could someone whitelist the WMDE IP address in the Phabrictatr request throtthe

<chiborg> I'm getting the error TOO MANY REQUESTS
<chiborg> You ("87.138.110.76, 10.20.0.108, 10.20.0.108, 10.20.0.107") are issuing too many requests too quickly.

Maybe IP-whitelisting is not needed, or reasonable solution here. In any case, WMDE is having issues using Phabricator today (July, 2nd 2018), and I guess this is due to some measures introduced after last weekend's vandalism.
