From #wikimedia-operations a few minutes ago:

Event Timeline

Maybe IP-whitelisting is not needed, or reasonable solution here. In any case, WMDE is having issues using Phabricator today (July, 2nd 2018), and I guess this is due to some measures introduced after last weekend's vandalism.

WMF IPs could become affected too, once the San Francisco office opens this Monday morning.

I just lost my input while trying to create a new ticket. This makes working from the WMDE office a bit difficult. Please fix.

This happened again about an hour ago:

(it has since returned to normal)
