[InviteSignup] users not authorised to conclude the procedure to accept an invitation

Description

Using Extension:InviteSignup,

users in the "staff", "admin" and "bureaucrat" user-groups are able to send invitations,

but
upon following the invitation link via email, the invitee gets a message on the landing page saying they are not authorised to perform the action.
