Reallocate labvirt from main to eqiad1

Description

This will be the initial hypervisor, and also will be used for testing the migration process. This should be backfilled as soon as possible and is available to move back to the other deployment if needed before any real users exist in eqiad1.

Done with labvirt1021. Will follow-up with labvirt1022 tomorrow or the next.
