labtestn (and possibly eqiad1) VM subnets missing from network constants

Description

puppet/modules/network/data/data.yaml contains ranges for existing (nova-network) VMs but not for neutron VMs. That means that (among other things) VMs in neutron run into unexpected firewalls here and there.
