Create a repository for useful code snippets and definitions

Description

Potential content includes:

  • Human-readable wiki names
  • Segment definitions (e.g. Global South countries, mobile-heavy wikis)
  • Useful queries (e.g. for getting new user retention for mediawiki_history)

Event Timeline

The primary desire here was a gated home for defining things like Global North/Global South, and that exists now that I've created the [wikimedia-reasearch/canonical-data repo](https://github.com/wikimedia-research/canonical-data/).

Open question for the Product Analytics team: should we also keep canonical queries there? If so, we should change the repo name to canonical-resources or something like that.

I never asked anybody this, but let's just keep this repo for datasets and create another repo if we ever decide to centralize our queries.
